采用单一来源采购方式的原因及说明：温州市生态环境局乐清分局目前没有自有办公用房，自2019年以来一直租赁办公用房用于办公，现租赁合同已到期需要重新租赁办公用房。
根据《党政机关办公用房建设标准》（发改投资〔2014〕2674号）以及温州市生态环境局乐清分局及合署办公的下属事业单位工作人员编制实际配置情况，办公用房建筑面积不应超过3323.5平方米，我局实际需要办公用房建筑面积3000平方米。经我局市场调查，在乐清城区范围内满足其使用的办公用房仅有温州公用事业发展集团乐清水务有限公司。鉴于我局多年来一直租用温州公用事业发展集团乐清水务有限公司的场地用于办公，并投入相应费用用于场地的改造以满足办公使用，如重新更换办公场地，将导致我局重新投入改造成本，增加财政负担。
根据《浙江省财政厅关于进一步规范政府购买服务采购管理的通知》（浙财采监〔2021〕2号）中“公共服务项目符合以下情形之一的，可以采用单一来源采购方式：（一）在现有的经济和技术条件下，更换承接主体将无法保证与原有项目的一致性或者服务配套要求，且导致服务成本大幅度增加或者原有投资损失”的规定，我局采用单一来源采购方式与温州公用事业发展集团乐清水务有限公司进行谈判，由其负责提供相应办公用房。
